Position Overview

An internationally oriented fintech environment in Estonia is seeking a Chief Technology Officer to lead the evolution of its digital technology infrastructure.

The position requires a technology executive who understands the particular demands of financial platforms: transaction integrity, availability, cybersecurity, regulatory expectations, data governance, integration complexity, and rapid product innovation.

Technology Leadership

• Establish a technology roadmap aligned with business and product priorities.
• Define architectural principles for digital financial products and supporting infrastructure.
• Guide the development of resilient transaction-processing capabilities.
• Strengthen platform scalability and reliability as transaction volumes and product complexity increase.
• Establish appropriate technology standards across application development, infrastructure, data, and integration.

Engineering & Delivery

• Provide strategic direction to software engineering and technical delivery teams.
• Establish engineering practices that support quality, maintainability, security, and delivery efficiency.
• Oversee technical planning for major product and platform initiatives.
• Ensure appropriate architecture reviews and technical decision-making processes.
• Promote automation across development, testing, deployment, and infrastructure operations.

Financial Technology Infrastructure

• Oversee technology supporting payment processing, digital accounts, financial workflows, and third-party integrations.
• Guide API and integration architecture across internal and external systems.
• Strengthen data architecture and technology capabilities supporting reporting and analytics.
• Evaluate infrastructure requirements associated with new financial products and services.

Security, Resilience & Governance

• Establish technology strategies for cybersecurity and operational resilience.
• Work closely with security, compliance, risk, and legal functions.
• Support appropriate access-control, monitoring, incident-management, and business-continuity practices.
• Ensure technology decisions appropriately address data protection and financial-services requirements.

Executive Collaboration

The CTO will work closely with product, commercial, operations, finance, risk, compliance, and executive stakeholders to ensure technology remains a strategic business capability rather than an isolated technical function.

Experience & Qualifications

• 10+ years in senior technology, engineering, architecture, or platform leadership.
• Proven experience within fintech, digital banking, payments, financial infrastructure, or comparable technology environments.
• Strong understanding of cloud architecture and modern software engineering.
• Experience with highly available and transaction-intensive systems.
• Strong knowledge of cybersecurity and technology governance.
• Experience managing technology budgets, vendors, technical programmes, and engineering resources.
• Strong executive communication and decision-making skills.
• Ability to operate effectively in an international environment.

The successful candidate should combine technical authority with business judgement, understanding both the architecture required to build reliable financial infrastructure and the organisational capabilities required to operate it effectively.
