We are looking for a Regulatory Compliance Specialist to coordinate regulatory change activities, support licensing and authorisation requirements, and maintain structured governance processes across the organisation.
This role is suited to a compliance professional who enjoys interpreting regulatory developments, coordinating implementation projects, and ensuring that business teams remain informed of their regulatory responsibilities.
About the Role
As a Regulatory Compliance Specialist, you will focus on regulatory change management, licence-related obligations, governance documentation, and the coordination of regulatory deliverables. You will monitor relevant developments, assess their potential impact on business operations, and work with internal stakeholders to ensure that required actions are completed within agreed timelines.
You will also support regulatory submissions and supervisory communications, where applicable, while maintaining reliable records of regulatory commitments, policies, and compliance evidence. The position requires strong project coordination, careful documentation, and the ability to translate complex regulatory information into clear action plans.
Key Responsibilities

- Maintain a regulatory change register covering relevant obligations, implementation owners, deadlines, and completion status.
- Coordinate implementation plans with legal, compliance, operations, technology, product, and senior management teams.
- Support the preparation, review, and tracking of regulatory filings, notifications, and submissions where required.
- Maintain documentation relating to licences, permissions, regulatory conditions, and ongoing authorisation obligations.
- Assist with the preparation of responses to supervisory enquiries and requests for information.
- Coordinate evidence collection for regulatory reviews, internal audits, and external assurance activities.
- Maintain governance records, including compliance committee materials, action logs, policy approvals, and regulatory correspondence.
- Review internal policies and procedures to ensure that relevant regulatory changes are reflected accurately.
- Track remediation actions arising from regulatory reviews, compliance assessments, and audit findings.
- Support the development of regulatory compliance calendars and reporting schedules.
- Prepare concise regulatory briefings and management updates outlining relevant developments, risks, and required decisions.
- Work with business owners to clarify regulatory responsibilities and confirm implementation progress.
- Identify weaknesses in regulatory documentation and recommend improvements to recordkeeping and governance processes.
- Maintain confidentiality and ensure regulatory information is handled in accordance with internal policies and applicable data protection requirements.
Requirements and Qualifications
- Bachelor’s degree in Law, Business Administration, Finance, Economics, Public Administration, or a related field.
- At least 3 years of experience in regulatory affairs, compliance coordination, legal operations, corporate governance, or financial services regulation.
- Understanding of regulatory requirements affecting financial services, fintech, payments, or other regulated business activities.
- Familiarity with regulatory change management, licensing documentation, supervisory correspondence, and compliance reporting.
- Ability to interpret regulatory publications and identify their practical implications for business operations.
- Experience coordinating deliverables across multiple departments and monitoring implementation deadlines.
- Strong drafting skills and the ability to prepare clear, accurate regulatory documentation.
- Excellent organisational skills, including the ability to manage several regulatory workstreams simultaneously.
- High attention to detail and the ability to maintain complete, traceable records.
- Confidence communicating with internal stakeholders and coordinating responses to regulatory requests.
- Proficiency in Microsoft Office, document management systems, and project-tracking tools.
- Professional proficiency in English; Estonian language skills are an advantage for roles involving local-language documentation or supervisory engagement.
- Relevant qualifications in compliance, financial regulation, governance, or risk management are desirable.
What We Offer
- Competitive remuneration aligned with experience and responsibilities.
- Flexible hybrid working arrangements in Tartu, Estonia.
- A role with direct involvement in regulatory change, governance, and compliance implementation.
- Opportunities to collaborate with legal, risk, finance, operations, and technology professionals.
- Support for professional development and relevant regulatory or compliance qualifications.
- A structured working environment that values accuracy, accountability, and continuous improvement.
- Opportunities to develop expertise in regulatory affairs, licensing coordination, and compliance programme management.
- Paid annual leave and employment benefits in accordance with company policy and applicable Estonian law.
