Role Overview

We are seeking a Regulatory Affairs Manager specialising in regulatory change and governance. The successful candidate will manage processes for identifying regulatory developments, assessing their impact, coordinating implementation activities, and reporting progress to management. The role requires strong analytical skills and the ability to translate complex regulatory requirements into clear, actionable business guidance.

Key Responsibilities

• Establish and maintain a structured process for identifying and tracking relevant regulatory developments.
• Assess the potential impact of new and amended legislation on business operations, products, and internal policies.
• Coordinate regulatory gap assessments and implementation plans across affected departments.
• Maintain regulatory change logs, obligations registers, evidence records, and implementation deadlines.
• Work with legal, compliance, risk, and operational teams to assign responsibilities and track corrective actions.
• Prepare management reports summarising regulatory developments, implementation status, and outstanding risks.
• Develop guidance and internal communications explaining regulatory changes to relevant stakeholders.
• Support governance committees and management reviews involving regulatory matters.
• Review internal policies and procedures to identify inconsistencies with applicable requirements.
• Coordinate regulatory assurance activities and maintain evidence of completed implementation measures.
• Identify opportunities to improve regulatory workflows, documentation, and accountability.
• Monitor implementation effectiveness and escalate material delays or unresolved regulatory risks.

Requirements and Qualifications

• Bachelor’s degree in Law, Business Administration, Finance, Risk Management, or a related discipline.
• At least four years of experience in regulatory affairs, compliance, risk, governance, or regulatory change management.
• Experience interpreting regulatory requirements and coordinating implementation across business functions.
• Familiarity with EU regulatory frameworks and applicable Estonian requirements relevant to the organisation’s sector.
• Strong project management skills and experience handling multiple deadlines.
• Excellent analytical, research, documentation, and reporting abilities.
• Ability to explain regulatory matters clearly to technical and non-technical stakeholders.
• High attention to detail, sound judgement, and a structured approach to problem-solving.
• Professional English proficiency; Estonian language skills are an advantage.
• Relevant professional qualifications in compliance, risk, or governance are desirable.
