Description

Company Overview

The organisation operates within the fintech industry, delivering technology-enabled financial services that depend on reliable systems, effective processes, secure integrations, and consistent operational performance. Its activities may involve digital payments, transaction processing, customer account services, third-party integrations, and other financial workflows where operational disruptions can affect customers, business continuity, and regulatory obligations.

The Enterprise & Operational Risk department works with technology, product, operations, security, compliance, and business teams to identify potential failures before they become material incidents. Its responsibilities include risk assessment, control design, incident analysis, third-party risk oversight, operational resilience, and the continuous evaluation of business processes.

The organisation seeks to maintain a disciplined risk culture in which potential weaknesses are identified, reported, and addressed through clear ownership and measurable corrective actions. This remote opportunity is suited to an experienced risk professional who can translate complex operational dependencies into practical risk controls and help teams improve resilience without creating unnecessary barriers to business delivery.

Role Summary

The Operational Risk Manager will oversee the identification, assessment, monitoring, and mitigation of operational risks associated with digital financial services and supporting technology infrastructure. The role requires an understanding of how people, processes, systems, external service providers, and control failures can affect the reliability and integrity of financial operations.

Working with operational leaders, engineering teams, information security specialists, compliance professionals, and business stakeholders, the manager will help maintain risk registers, evaluate control effectiveness, investigate operational incidents, and coordinate risk mitigation initiatives.

The position will also contribute to operational resilience planning, business continuity, third-party risk assessments, and the development of key risk indicators. The successful candidate must be able to communicate risk exposure clearly, challenge insufficient controls constructively, and ensure that significant risks have accountable owners and realistic mitigation plans.

Key Responsibilities

  • Develop, maintain, and periodically review operational risk assessments covering payment processing, customer operations, financial workflows, technology services, and supporting business activities.

  • Identify risks arising from process weaknesses, human error, system outages, inadequate access controls, third-party dependencies, data quality problems, and ineffective operational procedures.

  • Maintain risk registers that document identified risks, inherent and residual exposure, existing controls, assigned owners, mitigation actions, and review dates.

  • Conduct risk and control self-assessments with relevant departments to evaluate whether current controls are appropriately designed and operating effectively.

  • Evaluate key operational processes to identify control gaps, unnecessary complexity, single points of failure, and opportunities to reduce the likelihood or impact of incidents.

  • Develop and monitor key risk indicators that provide early warning of increasing operational exposure, recurring incidents, control deterioration, or emerging business vulnerabilities.

  • Coordinate the recording, assessment, and investigation of operational incidents, ensuring that material events are escalated and that root causes are documented.

  • Work with relevant teams to establish corrective and preventive actions, track remediation progress, and assess whether implemented measures adequately address identified weaknesses.

  • Assess operational dependencies on cloud service providers, payment processors, identity verification vendors, data providers, and other critical third parties.

  • Support third-party risk assessments by reviewing relevant service dependencies, contractual controls, resilience arrangements, incident notification procedures, and contingency plans.

  • Contribute to business continuity and disaster recovery planning, including the assessment of recovery dependencies, service restoration priorities, and operational recovery procedures.

  • Review changes to products, systems, and business processes to identify potential operational risks before implementation.

  • Collaborate with information security, compliance, and technology teams to ensure that operational risk assessments consider relevant security, privacy, and regulatory requirements.

  • Prepare management reports summarising significant risk exposures, incident trends, control weaknesses, mitigation progress, and areas requiring management attention.

  • Support internal audits and independent control reviews by providing risk assessments, evidence of control operation, and updates on remediation activities.

  • Facilitate risk awareness sessions and provide practical guidance to employees responsible for managing operational controls.

  • Review risk management procedures periodically and recommend improvements that strengthen consistency, accountability, and operational effectiveness.

  • Monitor relevant regulatory guidance and industry developments that may influence operational resilience, outsourcing risk, or control expectations for financial technology services.

Requirements and Qualifications

  • Bachelor’s degree in Risk Management, Finance, Business Administration, Economics, Information Systems, Accounting, or a related field, or equivalent professional experience.

  • Several years of professional experience in operational risk, enterprise risk management, internal controls, business resilience, or financial services risk.

  • Demonstrated experience conducting risk assessments, maintaining risk registers, evaluating controls, and tracking remediation activities.

  • Understanding of operational risk concepts, including inherent risk, residual risk, control effectiveness, risk appetite, and incident management.

  • Experience analysing business processes and identifying vulnerabilities arising from people, systems, external providers, or procedural weaknesses.

  • Familiarity with risk and control self-assessments, key risk indicators, root cause analysis, and corrective action management.

  • Knowledge of business continuity planning, disaster recovery, third-party risk, and operational resilience principles.

  • Ability to prepare clear risk reports and communicate complex findings to technical teams, business stakeholders, and senior management.

  • Strong analytical skills and the ability to prioritise risks according to potential impact, likelihood, and effectiveness of existing controls.

  • Experience collaborating with technology, security, compliance, operations, and audit teams.

  • Familiarity with risk management frameworks such as ISO 31000, COSO, or other relevant approaches is beneficial.

  • Professional qualifications such as CRISC, FRM, or relevant risk management certifications are advantageous.

  • Experience in fintech, digital payments, banking, electronic money services, or other technology-dependent financial operations is an advantage.

  • Strong organisational skills, professional judgement, and the ability to manage multiple risk initiatives in a remote working environment.

Benefits

  • Remote working opportunities within Estonia, subject to applicable employment policies.

  • Opportunity to influence operational resilience and risk management across digital financial services.

  • Collaboration with professionals across engineering, security, compliance, operations, and business management.

  • Opportunities to develop expertise in operational controls, third-party risk, business continuity, and enterprise risk management.

  • Access to professional training, relevant certifications, and knowledge-sharing activities.

  • A culture that encourages early risk identification, constructive challenge, accountable ownership, and continuous improvement.

  • The opportunity to help strengthen business continuity, reduce operational weaknesses, and improve the reliability of financial technology services.
