Description

About the Position

We are seeking a Compliance Officer with a strong understanding of payment services regulation to support regulatory compliance across digital payments and financial technology operations. The successful candidate will help interpret applicable requirements under the EU Payment Services Directive framework, including PSD2 where relevant, and translate regulatory obligations into practical policies, operational controls, and monitoring procedures.

Working alongside legal, product, operations, and risk teams, you will assess the compliance implications of payment products, support regulatory reviews, and help ensure that payment-related processes operate within applicable legal and supervisory expectations. This position is suited to a professional who combines regulatory knowledge with sound analytical judgment and practical problem-solving skills.

Key Responsibilities

  • Monitor regulatory developments relevant to payment services, electronic payments, account access, and payment initiation.
  • Assess business processes and payment product features against applicable PSD2 requirements and related Estonian and EU legislation.
  • Review internal policies, procedures, and operational controls to identify compliance gaps and recommend corrective measures.
  • Support compliance assessments for new payment products, product changes, customer journeys, and third-party integrations.
  • Work with product and technology teams to evaluate regulatory implications of strong customer authentication, secure communication, and payment-related access controls where applicable.
  • Maintain a regulatory obligations register and track the implementation of compliance actions.
  • Assist with internal compliance monitoring, control testing, and preparation for internal audits or supervisory reviews.
  • Prepare clear compliance reports, risk assessments, and recommendations for relevant stakeholders.
  • Support the investigation and resolution of payment-related compliance incidents and recurring control deficiencies.
  • Contribute to staff awareness initiatives covering payment services regulation and operational compliance responsibilities.

Qualifications and Experience

  • A degree in law, finance, economics, business administration, or a related discipline.
  • Professional experience in regulatory compliance, payments, banking, fintech, or financial services risk.
  • Working knowledge of PSD2 and the wider EU payment services regulatory framework.
  • Understanding of payment operations, customer authentication, fraud controls, and regulatory governance.
  • Strong analytical, research, and report-writing skills.
  • Ability to interpret regulatory requirements and communicate their operational impact to non-legal stakeholders.
  • High professional integrity, attention to detail, and sound judgment when handling sensitive matters.

Knowledge of Estonian financial sector requirements, relevant European Banking Authority guidance, or subsequent payment-services regulatory developments is an advantage.

What We Offer

  • Exposure to evolving European payments regulation and digital financial services.
  • Collaboration with multidisciplinary teams responsible for payment products and operational controls.
  • Opportunities to deepen expertise in regulatory interpretation, compliance monitoring, and governance.
  • A professional environment that values accountability, continuous learning, and effective risk management.

Ideal Candidate: A structured and commercially aware compliance professional who can translate payment regulation into workable controls while helping the business maintain reliable, compliant payment services.
